male pekin not mating?

I have a female and male pekin, male/female mallard, and 2 new mixed rouens/mallards one male one female.

I got all my birds full grown. I have NEVER seen my male pekin mate at all! Is this normal? My mallard/ rouen males will with any of the ladies. Can a drake become to old to mate? Or is he at the bottom of the mating scale?

Maybe I am wrong on the sex of this pekin, but he sounds like a male and has the one curl.

My other three male will not mate either. Its prob becuz they are lower on the pecking order.
