Possibly. If he is the only male on the flock then yes, it's safe to say he's the "Top Gun," as you put it.
There is the notion that ONLY the alpha male mates the hens. Not so. The lesser males will do it, too, when they can manage to get away with it. This is why breeding is closely controlled, where controlled results are desired.
Study your flock closely. It won't take long to know who's who.

Its only that I have been on an off BYC enough to know that many people impose human manners and yes, folly, on their chickens.
They worry when they are being mean or randy or doing things "humanlike." They shouldn't.
They are chickens and so do as chickens do. Obviously you know that, so accept my apology if I offended you.
For the rest of you who are resisting, repeat after me:
"They're chickens; they do what chickens do..."
