Mature chicken not laying

Lucy is about 6-7 months old and no eggs. Her comb is still very small and flesh colored (like a baby chick's). The other New Hampshire that is the same age as her has been laying for 2-3 months now. Could there be something wrong with Lucy? Should I get her checked out? Do some chickens just never mature? Will her system kick start next spring when it gets warm?

Yeah, it's cold, days are short and so she's probably waiting till spring. Some birds do take longer to mature too. I know some silkies don't even start till 8 or so months old.
