Mature rooster at 14 weeks?

I just caught my 14 week old roo successfully dancing for and 'mating' (or at least, doing the right form) an adult hen. I thought they had to be 4-5+ months to be sexually mature. Is it possible he's practicing? I wasn't expecting this for another couple or weeks or even month.

This particular rooster has been a particularly fast grower. Pink comb at 3 weeks, wattles developing at 4, saddle feathers at 8 weeks. He's been crowing since he's 10 weeks old and had rooster noises (clucking, calling over for treats, and such) from a very young age.

His 'brother' is a slower maturer all around, and hasn't displayed these behaviors.

Is it possible he's just copying what the adult roosters are or is he sexually mature and already kicking in hormones? (I did plan on keeping this particular rooster but I'd hoped I'd have more time to plan out the current flock dynamics before the young ones started breeding).
