How many eggs could a broody hen sit on and keep warm effectively?

It depends on the size/breed of chicken. A full grown, standard sized hen could probably fit 12, max. When it doubt, go with less. If you give her too many, she won't be able to cover all of them at the same time and so lose a lot of the chicks. I have a broody bantam sebright and she has 4 eggs - I tried 5, just to see, but she couldn't handle that many.
