What is the best for the chicks? Medicated feed, medicated water, both? I read some place where you should not use both, and yet at the local feed store they highly advise you use both. Then the question on time. For the first week, month, into adulthood? Some thoughts please.

I don't use medicated feed at all. I use sav-a-chick electrolyte in the water for a week and that's it.
