Merek's vaccine too shallow?

I vaccinated all of my chickens for merek's today. Can the vaccine be given too shallow? I injected one of my jersey giants and the needle only went in a millimeter, or so maybe less. It was hard to do because she was struggling. I injected one of my langshans, but the needle came out so I had to do it twice. I hope the vaccine worked on the jersey. Did it?

It only needs to go under their skin. If you're trying to inject into muscle or flesh you're trying to go to deep. Pinch the skin to get a small fold and inject it into that...
