Mesh Size for Quail

I am building an indoor aviary for a trio of Valley quail and possible a few finches. Could I get away with 1/2" hardware cloth or should I go with 1/4"

Also should I use sand or mulch for the substrate

Hi, I have finches and I use 1/4" hardwire cloth. I seems do the best even thoughyou could use the 1/2" but if you get a mouse in the house it will be able to get in thru the 1/2" cloth.
