I am sure they do in the form of retirement, but I am not sure if it is government, employer/government or what.
The British Government funds unemployed and disabled people subject to strict conditions and out of taxes. It's a safety net for the unfortunate but some Britons feel that it unfairly favours EU migrants, asylum seeker and illegal immigrants. Mick Jagger comes from a well-off family and, I believe, has made a reasonable living from his work. As far as I know, he has never qualified for State aid. All taxpayers receive a State pension at retirement age which is also funded from taxes. If Mick Jagger paid his taxes he will also be entitled to that. Perhaps he also has private pension fund. If he pays UK taxes, he will also be entitled to use the UK tax-funded National Health Service but probably has private insurance so that he can use private hospitals and time any treatment to suit his work and social commitments.
If he spent time abroad and thereby minimised his UK tax liability he could do so quite legally but may compromise his entitlement to any State benefit. Certainly he would get nothing at all if he was either working or had assets.
I don't understand why this swipe at him has been made. There is nothing that I know to suggest that he is a scrounger and he has probably contributed more in taxes to the UK, the USA and a few other countries' exchequers than most people. If anyone has proof that he's a scrounger please show us the facts.
There is a British government website that explains it all for anyone who interested in the detail. Just Google 'UK State Benefits' if you are interested in the truth. Here's a link to the Citizen's Advice Bureau Website that sum it all up:

It was just a joke.... He's probably earned a billion $'s +, so I seriously doubt anything above is relevant to Mick Jagger. I'm pretty sure he pays his own way in life and the salaries of countless others. Sorry if you were offended, but it was just "random ramblings"
