Missing Feathers-New Rooster Too Rough?

I think there is a site on BYC that sells them, they are sometimes call chicken aprons. Also Etsy had them years ago. you can also get patterns for them if you are in to sewing
 
Ever since our new rooster became old enough to mate with our chickens, a few of our chickens began having missing feathers. There all in the same places. I'm thinking the new too is just too rough, but I don't want to overlook another problem. Has anyone seen this before?

Knowing more about your flock(numbers, ages, genders)
and housing(coop and run in feet by feet) might help solve why this is happening.

First big clue.
How old is this bird?
How old are the broken feathered birds?
Can they get away from him?
Are they submitting to (squatting for) him?
Young cockerels can be a pita and are often separated from the flock until they grow up a bit.
Saddles might help, but some bird just have brittle feathers, and they won't grow back until a molt
