Missing feathers?

We took in another rescue duck with some skin/ wing issues. We’ve handled our share of dumped duck issues but never this. Anyone seen similar things? We initially thought severe wet feather but now we’re not sure

Looks like she had pretty bad wet feather, those bare spots could be from other ducks pulling feathers out or sometimes the males will make bald spots on their back when they mate.
