Missing/twisted/curly neck feathers in 10% of flock - treatable?

I have a mostly Serama flock (with a few large fowl for eggs) of about 15-20 birds. They mostly free-range (with a closed/locked coop at night) in my small backyard in suburban Phoenix metro area. They've done very well with the exception of a few predators (hawks, cats and now FOXES - yes, all in downtown PHX metro area) with few cases of disease or runaway disease. I have lost birds to "mystery" illnesses but from what I read, no more than most deal with.

Over the last 3-6 months I've noticed about 4-5 birds have very peculiar "spiraled/twisting/missing" neck feathers. I've attached photos to try and describe it better. The one hen pictured is the worst, but even a large fowl Minorca is showing signs as well. Some cockerels shows signs, but not as severe as the hens. At first I thought it was just a side effect of molting and maybe the heat, but now I'm certain it's not.

I know "naked necks" are a thing in Seramas, but I don't have those genetics to my knowledge and the birds in question are at least a year, some two years old with no signs of "naked neck" for years.

I have not lost any birds to this specifically that I can tell, and I want to make sure I don't as some of my nicest hens are now showing signs.

Does anyone know what this is? Is it treatable? If it requires meds, is a vet my only option? Anyone know a vet in the east valley (Mesa)?
