I was able to get some more pics of him but the ones of his back area didn't turn out the light from the flashlight was too bright. That area is definitely improving but he still has a ways to go. There is a red area on his breast bone and under wattles and his feet still look pretty bad.

I would treat him with a Permethrin based poultry spray or dust. Work an oil (coconut oil, castor oil, etc.) or petroleum based product like vaseline/ A+D ointment into the feet and legs a couple of times a week to smother the SLM and help the legs to heal.

For any raw/bare areas with scabs, apply a little Blu Kote. It's hard to tell in the photos but it looks like he is getting in a few new feathers. Since he is a rescue, you can't be sure how he was housed, so some of the feather loss could be due to him being confined and/or laying on rough surfaces, etc.

After taking the pics I put the blu kote on all the red areas and dipped his feet and rubbed his wattles in oil, it was quite difficult using the vaseline on his feet with the feathers so hopefully the oil will work.
 
As @Wyorp Rock suggested, permethrin is very good. These are the permethrin products that I use for lice and mites:

One quart (32 ounce) spray bottle

10% concentrate - I use 5 ml per quart when spraying birds

Thanks for that, do you think the liquid would work well for the ground in their pen area? I really can't afford the $160 stuff and anyone who goes in there comes out with extremely itchy legs that doesn't go away until we shower.

Are you talking about coop or run?
What do you have in the run - straw, pine needles, etc.? If there is bedding type material in the run, I would remove that first (take it to a burn pile if possible) then mix the concentrate per instructions and treat the run. (pen the chickens somewhere else while your doing this).

For the coop, do the same thing - remove all bedding/nesting material, spray the coop interior and let dry, replace bedding.
Of course treat the birds too:)

Repeat treatment in 7day intervals a few times to kill any that hatch.

Can you see the critters that are biting you and the chickens-what do they look like?
