Mites or molting? Please help.

I have 4 hens. 3 are perfectly fine. The 4th has lost feathers on her face and neck. Picked her up to inspect the loss and I’m not sure what I’m looking at. She’s eating, drinking and pooping.

It may be scaly face mites, very hard to tell from the picture. The area on the neck could also be lice, just can't tell from the picture.
