Ok so a few weeks ago my indian runner "horacio" who is always mating all the girls was trying to mate my pekin duck. We weren't sure what sex the pekin was until today when I noticed his tail is curling. Doesn't that mean it's a he? If so why in the world is my indian runner trying to mate him? Maybe he's nuts!

It may be a display of dominant behavior. If the runner is a more dominant drake than the pekin, he will be doing that a a sign that he is " top drake" It can also often happen with a younger male - which your pekin is since he is only just showing signs of the tail curl. How old is the male runner?
 
It's got to be a dominance thing. Our male Magpie started mating with the hen much earlier than our Khaki's. Now that the Khaki's are "interested", the head drake tries to mate with the Magpie drake constantly. Well, when he isn't after the females.
