bantams normally do ok in the winter.
I live in CT and we get pretty bad winters here too.
But i mostly have bantams and not once have i ever lost one due to the cold.
You could use lights, heat lamps, heated waterers (so it doesn't freeze), and/or insulate your coop.
The only problem i heard about heat lamps is that, if they get so accustomed to that.
Then they won't be able to endure the cold at all and could all die from shock (for example if you lost power and the heat went out or if they went outside after staying in the heat of the coop).
The shock in temperature can be detrimental.
So i would just consider that danger.
If you have back up power for the heaters then i wouldn't worry to much about it.
bantam breeds i like and would recommend:
silkies
d'uccles
sebrights
cochins
old english games (only hens, roo's too aggressive)
modern games (once again only hens)
easter eggers/ameracauna
d'anver's
