Molting and feather picking!!

I have 5 Partridge Rock and 1 Wyandotte in a pen with an outside run that it 6X18 feet, the inside pen is big enough for 13 standard breed birds, I noticed that one of the Rocks are molting, I look over my birds daily, I noticed that it was missing feathers and that it looked kind of rugged which happens when they molt. When I went out for afternoon watering, that one hen was missing all of its tail feathers, the quill part looked as if it was still there, and it was missing all of its neck feathers and some of its feathers on its side, I saw my wyandotte pecking at her. So I took the poor pullet/hen (not a year old yet, but close) and isolated her in a "hospital room" that is what I call the wall units my husband made for me. There are two of them and they each have 2 floors to house hurt, or broody hens. Is this normal, feather picking and molting???
