Molting or not? Fluffy Feathers on Back of Chicken.

Hello Back yard Chickeners! I have one hen (rhode Island red) that has very fluffy feathers on her back. They aren't falling out, but they aren't normal looking. None of the other chickens have this. It's been like this for a few months now. Does anyone know what this is?

Is she the roo's favorite? I have several hens with just the downy feathers on their backs because of my over-achieving roo. This is just in front of the tail which is where the roo stands.

I have no rooster. I'll post a picture on the weekend or sooner. it is just above the tail, but it's growing larger

There she is on the left... sorry it's a terrible picture but it was getting dark and raining and she was moving around, but that is her "normal" RIR next to her on the right. I'll take a better picture when the sun comes out in a day or so.....
