Montana, my little Keet

Hi, I have a sweet little keet named Montana. But Montana is about four weeks old, and all her siblings, have gotten quite big. But Montana is really small. She had pasty butt in her first week of life, but I cleaned her vent. She also lacks feathers on her breast and side, and she is sometimes pecked at. But another thing that worries me are her feet and toes. They don't spread evenly out like most keets. Her toes curl outward, and her feet are dry and swollen. It looks painful. I am not sure what this is, but I hope she is ok. Anyone know what this is?
 
Can you take a pic of Montana's feet? I would use bag balm and rub it on her feet and see if that would help. It comes in a green can and you can get it at a feed store. It is suppose to help sooth irritated skin. I would get her away from the others and feed her a chopped boiled egg that might help her grow a little better. She sounds so sweet and I hope this helps her.
