My 3 week old silkie that I just purchased not moving, eating or drinking and is panting. I have fed her some raw egg but she isn't getting better. Right now where I live it is summer and not too humid. I bought 2 about one month old silkie chickens but one of them is not very responsive and not eating by herself. What should I do?
 
Panting is generally indicative of overheating. How hot is it where you have them housed? Do you have an additional heat source with them?

What are you feeding them other than the raw egg? Since you're not in the US I'm not sure if you have Poultry Nutri-Drench available, so have you tried directly dosing them with some sugar or molasses laced water? Electrolytes might be a good addition as well.

I've tried to feed her regular chick starter but she doesn't respond. and it's about 25 degrees Celsius where they are houses. I tried putting a damp paper towel on them to cool her down.

25C shouldn't be an issue. I wouldn't put anything damp with them. Is there any other heat source?

Do you have a plastic syringe so you can drop a little sugar or molasses water directly in their mouths?
 
I used a syringe to feed them some water , I will add some sugar to it.
If you're not used to using a syringe like that, make sure to give them water carefully, they can easily choke on it if you shoot it down the center of their throats. Best to drop a few drops at a time on the lower beak and let them drink it down.
