Hatcheries and feed store Marans will be clean shanked. They don't breed anything to a breed standard, but to high egg production. Egg color will not be as good as from a breeder either.
Breeders have been breeding to the proposed french standard, which calls for feathered shanks. If you look here you will see the approved standard (which was just recently accepted) for Marans. (I believe Black copper is the only color approved so far)
