Okay i sincerely apologise for being MIA so long. lol i go on a local Facebook forum for most of my questions. but anyways the problem was that they had too much protein 19-20% is too much for birds that were only ten or twelve weeks old. i have three young muscovies i got in the middle of august and their feathers are coming in 100% fine. i switched them and my latest group of pekis from gamebird and scratch mixture to solely chicken grower.not an issue wih feather picking tho these birds are a bit smaller than my May group. i messed up on the months too, so i got the birds formerly in question around the first week of May. their feathers fully grew in and there isnt much of an issue now. thankyou for all the help and i hope this forum can help someone else. and important sure it will. 
They were definately not overcrowded. i had at one point nearly a hundred chickens in the pen they were in at one point. not a problem.
