Mother hen not protecting her chicks from other chickens

I have a low ranking pullet with 3 babies right now. She is in with the flock except at night. When the hens chase her (bully her), she runs squawking, she doesn't fight back. BUT, she also clucks for the babies to follow her. I think this is a different sort of protecting them. She is leading them away from the mean hens and choosing to flee instead of fight. Nobody has got hurt. The chicks just run peeping after her. She gets a few feet away and all is good.
 
Can you maybe see if your leader chicken is willing to adopt them? Or any other chicken that's not low on the flock's order? Maybe the top five? Do you have any other broody hens?
No, I don't. My hens never think about going broody.. A person in the reply section explained that they also had this problem. They said that maybe she doesn't want to fight other hens and flees?
