I'm no expert, but I'd have to guess that it's just an artifact of the black head spot being so close to the beak.
Think of it this way... horses with dark legs tend to have dark hooves; light legs result in light hooves. Dogs with dark paws have dark claws; light paws usually mean clear claws. And cats with dark markings near their noses usually have black noses, while light markings mean pink noses.
Could it be the same with chickens? Wouldn't surprise me.
