Mottled... or not?

Is this boy mottled? I thought that he was but I don’t know... if so, does white start to show up later on? Vinny as a baby and him now at 10 weeks old...

He does have some white on the feathers on his feet
I hope he’s not just black .. I was hoping for some color/spice

I just went out and I saw him from the back... all of his wing tips are white.. I will try to get a pic..

Really!?! Ya think blue ... but I don’t know much soooooo... here are some more pics.. his coloring does look strange.. not like his sister Petunia.. she just looks black..
