I see people changing lanes w/o signal, rolling 'stops' at stop signs, failing to yield at yield signs, speeding, taking on cell while driving, texting while driving, and taking pictures with a phone while driving... that doesn't make it legal.
Of course just because there -is- a regulation by the US government doesn't make it 'right' either...
Each person has to decide, I think the 'class 3 pet permit' may currently work... due to the wording, although Muscovy are more like short geese then big ducks...
