My 25 week old RIR isn’t laying! Help!

I have posted before about being worried about my RIR’s weight, but since then I have gotten a new feeder (so that the other two won’t steal her food) and have watched for diseases and behavior. She isn’t crowing and doesn’t have the saddle feathers like a rooster... she isn’t molting, it’s 80 degrees here, and her feed seems to produce beautiful eggs (my other two are laying). I have researched this forever and can’t seem to find out the reason. She has tons of energy, bright red comb, and healthy feathers. Also, the one thing I thought might be the cause, laying in weird places, isn’t, I check everywhere daily, we have a smaller property. Help!!!

Some chickens just do mature more slowly.

If she did not get enough food while growing, she might have needed more time to catch up with her own growth before she'll be ready to lay eggs.

Looking at the pictures, I would guess that she's close to laying (but that's a guess). I agree with you that she looks female.
