My 3.5 month old Barred Rock is developing dark burnt orange spots in feathers

My 3.5 month old Barred Rock is developing dark burnt orange spots thru his/her feathers and in his/her neck area. Is this normal?

No it is not normal.

Depends on the age of the bird, and gender. Could be a young EE who is developing rust patches, and showing signs of being a cockerel.
Its hard to tell without pictures.

Look up golden cuckoo marans as they have a similar feather pattern to what you described.

Here is my golden cuckoo maran pullet. Sorry, you can’t really see the orange-brown bits but they’re there.
