There about 10 old when will they start laying?
Most pullets begin laying from 20-25 weeks, sometimes a little earlier and on occasion a little later.
 
Do i need a heater in winter for them

No, both of your breeds are very cold hardy. If you want to do something to increase their lay rate in the winter, you would be better off using some supplemental lighting as it is light striking their pineal gland that stimulates laying. You can put it on a timer and have it come on early in the morning before the sun comes up. Just make sure that it goes off before sunset so that you do not mess up your birds' roosting cycle.

I have friends who raise dual purpose breeds in southeast Alaska (which I think is colder than England) with no heater, however supplemental light in the winter definitely helps the egg production there.
