I have a buff orpington rooster. He was sexually ready at that age, and attempting to mount the girls, they HATED it, but I watched closely and while he wasn't gentle, it didn't REALLY hurt them. Watch closely, if he's grabbing the back of their neck and attempting to mount, just because they're not laying yet, it's not abnormal. They'll learn to surrender to his request in time. Mine are 5mos now and most of the time they surrender with little to no fight. The squawking isn't as bad now. Also, he is BIG compared to them too. They've survived, they're fine. Unless he's literally hurting them just for the heck of it, I wouldn't cull him.
