My call duckling won’t grow!

I got 2 call ducklings. Same age (2 months) One is growing normal speed but my other baby hasn’t grow but a little bit. She’s tiny! I’m curious to why she hasn’t grown or gotten all her feathers like her sibling?? Just her tail feathers and a little on her wings.

Oh, And she wheezes & breaths hard sometimes. Especially when she swims (she hates swimming) or right after eating and drinking. She’s doing good just hasn’t grown

Do they have more space to move around in for most of the day? The cage is too small!
