My Celadon has a weird lump, please help.

I went and checked on my celadons this morning, and after I refilled their water, I was observing them. I noticed one of them standing away from the rest. At first I attributed this to her being one of the shyer ones who doesn't interact with me very often, but I noticed something off with her right eye. I caught her and brought her inside so I could better take a look at her.

She didn't want to stand still so I could get pictures, but around her eye is all swollen and scaly.
And when I picked her up, I felt a weird lump on her belly. It's hard and also scaly, and it doesn't move much. She doesn't like when I touch it or pick her up, and I'm really concerned. I know how to treat surface wounds and even broken bones on birds, but I'm at a loss for these.

The pros in this forum will tell you that I'm probably the last one who says "you should cull it." However, given that you have other birds in the flock, and these are quail (i.e. you shouldn't be spending too much time or money taking them to the veterinarian), perhaps you should consider culling it. The bump does not look superficial and she has other symptoms as well. It's probably not transmissible, but why take chances?
 
Saw that you just joined. Welcome. Sorry for the abrupt introduction. I'm also fairly new to quail, started about the same time as you, early 2020.

I love raising quail, but there's a hard practicality to them. As my family put it when I first started, they're not pets. If this is a pet, then by all means take it to the vet to get diagnosed. I'm somewhere in-between. @TheCluckyClucker2 points out, they would try to figure out what it was first. For me, I've found that my loyalty is to the greater good -- it's not just the one bird, but the whole set of birds whose welfare I have to consider.
 
The sinus swelling around the eyes can often be attributed to mycoplasma I believe. I’m no expert but I think there’s 2 types, one is respiratory and the other affects the joints. The one that affects the joints I think can cause chest and stomach blisters, and the respiratory causes the facial swelling and discharge. I have no idea if they can have both kinds at once, but if it is mycoplasma, I believe they will carry it for life, and can affect future birds, and even chicks still in the egg.
 
It's hard to say. The lump might just be a cyst, but with the other symptoms, it might be something else or the infection has spread into the rest of the bird.

If a vet is an option, that would be a good idea. If it's not, at the least, isolate the bird, get some antibiotics into her, and see how she does.

If you do choose to cull or she passes away, I would consider sending the body to a necropsy lab to be sure that you don't have something contagious on your hands.
