My chick hatched but isnt drying!!!

My chick hatched last night around 630pm. And the poor little thing STILL isnt dry! It keeps chirping and acting like it wants to get up, but then just lays there. Today is day 21. I put a dry washcloth under him, because his little toes were getting stuck in the bottom wire in the incubator. I had him in with duck eggs (yeah i know, most people dont do that well i did and he hatched), AND the humidity right now is about 70%, is that why he isnt drying at quickly? What do I do? I know they can survive 3 days no food or water, but how long til he gets fluffed up?

I don't know how long it's supposed to take. When mine hatched, the humidity shot up to 89%! They didn't seem to be drying and one started panting so I ended up taking out another vent plug to get the humidity back down to 60. They finished drying overnight.

(they hatched between 2-6 yesterday afternoon and were still damp when I went to bed at 2 am... I took the extra plug out around midnight)
