My chicken lost feathers in an attack and still hasn't healed - is this normal?

About a year ago, one of our chickens had a nasty run in with a fox. It didn't manage to get her, but it ripped out all of her lovely bum feathers so her backside has been raw and featherless for a while. However, a year later and after a molting season, her feathers still haven't grown back, and her bum looks even more raw and bright red, like a baboon's. She has a few measly thin feathers covering it, but it looks so uncomfortable and I thought it would have grown back by now. She has never had any health issues before, except a bit of fowl pox a few months ago, which she's recovered from. Should she see a vet, is it normal to still look raw? Or should we buy her something to cover it up?
