My Chicken wont look up

I know it sounds weird but my Rhode Island Red just won't look up, she has her beak facing straight down! She doesn't squake or nothing when we try to move it though. Does anyone know what might be wrong with her. BTW she is nearly 4 weeks old!

It sounds like wry neck (torticolis, crook neck, encephalomalacia,) which can cause the neck to be turned down, up, or to the side. It is a neurological condition that can be caused by heredity, a vitamin E or B1 deficiency, a head injury, and seen in some diseases, such as Mareks later on. You need to help her get enough water and food to eat. Mix a little chick feed with water and some chopped egg, and hold her so she can get some at least 3 times a day. Start some poultry vitamins in her water that contain both vitamin E and thiamine on the label. Selenium is also good, but there is plenty of it in egg. Here is some reading:
