My chickens are all fluff and no feathers! Help Please *photos*

Hi,

My Brother has 3 chickens at his school.

They seem to be all fluff and few feathers!







The chickens shown in the photos is also picked on by the other 2.

Has anyone seen anything like this before?

Any thoughts or ideas welcome!

I'm not sure but my best guess would be that one of the bullies is a severe feather picker/eater and those are all the fluffy ends of the feathers that have not actually been pulled out.
