My chicken's foot is curled up and she is walking on the top

I am new to back yard chickens, we have 3 hens and 3 young birds about 3 months old. Today we discovered that one of the young hens has a issue with her foot. Just one of the feet is curled up, in a tight ball, and she is walking on the top of the foot. Upon further investigation, she is missing part of a toe. It is very cold here at night, so at first I thought some sort of frost bite, but I'm not convinced. I looked up Merck's and I don't think that is it. She is walking around fine and eating, she is just walking on the top of that balled up foot. Does anyone know what this could be?

Rats are known to chew the toes off of chickens, especially if they are on wire flooring. They just bite off whatever slips thru the wire. Does her foot look infected at all - you know swollen, hot to the touch, etc?
