My Chicks feet are turned in, can't walk far??

I have a chick that is 4 weeks old and it's feet are turned in. It lays on the ground and scoots around while the other chicks walk on him/her? I took him out and am not sure what's going on. This is the first time I have had chicks. He also spreads is legs front to back like a swimming motion, kinda looks like he is stretching. he looks shaky, and his feet do open but close right back up.
Anyone who can help? Thank you very much.

i would say sprayed legs. look it up and look at pictures to see if it look like your case pictures would help

Here are some pics. The chick was born fine and I just noticed this, this morning. I found how to fix it with a bandaid (from a byc member)
I hope it works because this chick is already a few weeks old now. Any other help is appreciated.
