My chicks keep eating pine shavings....

I switched them yesterday morning, and though they still ate some of their food. They ate a lot of small shavings. I layed a layer of paper towel on top for the night. I just took it off, but they are at it again. Scratching, pecking, and yes, they are eating some shavings. What do I do? I have 5 RIRs and 1 EE. Is it bad for them?
 
I think I would just keep the shavings covered with paper towels for a few days.

I keep mine on paper towels with the shavings underneath. In about a week or so they will be at the corners scratching up the paper towels and it is a great game they play....who can get the towels up and scratch at the shavings underneath and make the biggest mess lol. That is usually when I just take out the paper towels and by then they know what thier food is. I will usually sprinkle some food onto the shavings and let them scratch around and 'find' the food. They love it.
 
This is my fifth year raising chicks and have always kept them on pine shavings..they always eat some ....and they are fine good luck
