My cockeral is poorly,walking to one side,toppling over,losing balance

Hi to you,
please help,i cant get any info out of vets,they all want money before they tell me anything.My cockerel over the last 5 days has lost balance,his tail has fallen to the left and looks like hes had astroke.Hes only a year old and when i first had him i noticed then his tail was slightly to the left,i looked it up and seemed inherited.It then righted itself and had no problems until 5 days ago and now it is worse than ever.He is losing balance and even though he is eating and drinking he doesn't seem happy.What is the problem does anyone know?Does he have a disieas,he has no bangs or cuts and cant see anything wrong extrenally.

what breed is he? sounds like what happens with silkies, a vitamin deficiency that causes 'wry neck' where you give them poly vi sol infant liquid vitamins without iron, 2 drops on the beak twice a day generally gets them through it. The other possibility is a neurological issue?
