I also think it looks more like a hen than a rooster. Some look more henish than others. Sure, she doesn't look like a show hen, but her comb is teeny, and her tail is small and hen like - I vote hen. You could also have a bird with gender issues- part of each- so she may never lay. Or she is just a late bloomer... give her time- she will tell you what she is...
