Can you post any pictures of the footpad or the foot? There is splinting advice on page 23 in this article with a shoe and tape.

You can also splint a toe with tape on the top and bottom of the foot. Another thing would be to bandage a foot with a bumblefoot bandage. Hard to know what to advise without pictures.
