My duckling can’t move well, and won’t open its eyes.

So I’ve had this duckling for two days now, I found it lying upside down in the heat and covered in flies. It’s right eye won’t open and it’s left eye rarely will. It can’t move very well, all it’s been doing is sleeping. It won’t eat or drink but I assume that’s because it hatched recently. It has a weird umbilical cord thing coming out of it. The other duckling I keep with it, which isn’t much older assuming they’re not the same age, is very active and will eat and drink when it likes. What can I do here? I can’t take it to a vet.
