Is there some kind of lid on the water with a hole cut in so they cannot get into it? Is it working out?

Do they have to walk on the chicken wire? It looks like it goes on top of the bottom wood rail so they have to navigate walking on raised chicken wire. That can cause all sorts of issues. If you are trying to keep them up off the puppy pads, then get some 1/2" hardware cloth so it isn't quite as hard on their feed. Still not idea, but better than trying to walk on chicken wire.

If the bottom is wire, an old towel on top should help
