My feather babies!

Why are these 2 chicks the exact same age developing so differently? Cena is the black one feathers all over and Hogan the yellow one barely has any feathers but "he" is way larger than cena. They are both just shy of 3 weeks old. New to this!
I got them from my local hardware store. Any ideas on breeds? They use donated eggs.

Different breeds feather at different speeds. It's fine.

I know they are young and it's all guessing at this point, but is this one showing roo signs? His coloring in his would be waddle area is really darkening up, and his comb is pretty large.
Both yellow chicks are like this, but my black chicks have tiny combs and they are more developed. I also had 3 chipmunk ones, but they are s few days younger.

I could be the breed, also, rooster tend to grow slower then hens, so that might be the reason as well, also the chicks comb is already really big, so that might be a rooster, they are all adorable!

Thanks! I'm giving them lots of cuddles so hopefully they will not be mean...lol

This little one is my cuddle bug!
