I suspected she wasn't going to make it. I am guessing she was in heart failure when you found her. Congestive heart failure will cause fluid to build up in the lungs.

What could I have done to prevent this from happening?

Has she been exposed to new or wild birds? I got some from an auction once they had coryza. Its highly contagious. The younger chickens pulled thru but will always remain carriers. The older ones got to sick and had to be culled the younger o es got stinky snotty nose the older ones closed eyes and gurgled. We treated the flock with Tylan 50
