My hens / pullets are 5 weeks and a couple days old, can I throw scratch feed out for them in the run?
 
As long as your birds have access to appropriate sized grit, small amounts of scratch are fine, especially if you're using it to help train them to come to you or to befriend them. For young birds, even a tiny amount can be a lot, so something around 1 tsp a bird is more than enough.
 
What is the purpose of the scratch in your scenario?

General food - Don't. Scratch does not have good nutritional value, it's effectively junk food. General food should be starter, flockraiser (all flock) or meatbird raiser at that age. Aim for high protein depending on what is available.

Treats - In moderation, it's fine if they have access to grit. I would argue that dried soldier fly larvae is better, but the price point is a bit higher. And with the soldier flies, moderation still.
