Looks like the valve core out of a shrader valve as in your vehicle tires. You need a tool to stick in there and turn it out counter clockwise. Walmart should have one near the tire section if you dont' have one.

That almost looks a bit different than a regular shrader valve, but if one fits, you can probably get them cheaper at walmart. Worth a try. Algae and gunk on the seal is probably what makes them leak, give it a clean.
