I have a very little silkie. Her name is Elsa and I am new to the breed. She has a very small comb. She is just about 11 weeks old. Are those streamers or just different kind of feathers due to her possibly being a mix?

Pullets can have streamers too, but it's not as common. It's mostly a Male's trait.

That comb is pretty pink.

Look at the white Satin in the center? This is also a cockerel.
