I would think neutering would be worth a try. Although it would take a little time even after that.

So sorry it's not working out.

I had rescued 2 horses a client of mine was going to put down. One I was able to help and was riding sound for light riding. The other one I could not help. The vet was out and did say something. "it is not your fault the animal is like this. You did not do this to him and it is not your fault."
All we can do is try.
You tried. It is not your fault the dog is too far gone to turn around. You gave him move of a chance then he would have had.

Unluckily not all things are fixable.
